Legal status of Ukrainian citizen in Romania
The Russian Federation’s invasion of Ukraine, launched on February 24, 2022, has caused a significant rupture in the post-Cold War European security architecture. This geopolitical crisis has brought back to the forefront the confrontation between the democratic values upheld by the European Union and NATO, on the one hand, and the geopolitical revisionism pursued by Russia, on the other. In this context, Romania, as a member state of both organizations, has assumed the role of a frontline actor in managing the humanitarian, military, and economic consequences of the conflict.
In recent years, Russia has demonstrated expansionist behavior, culminating in the illegal annexation of Crimea in 2014 and the recognition of the separatist regions in Donbas. These actions were followed by direct military interventions and attacks on Ukraine’s critical infrastructure, representing a flagrant violation of international law and the sovereignty of states.
Geopolitically, the conflict reflects a confrontation between the Western vision – grounded in adherence to the liberal international order – and the Russian paradigm, which seeks to reassert Moscow’s influence over the former Soviet sphere of control. Russia perceives NATO’s eastward expansion as an existential threat, and Ukraine is viewed as a strategic borderland of critical importance.
In this context, the Ukrainian crisis has become a catalyst for the redefinition of the balance of power in Eastern Europe and for the recalibration of NATO and EU security policies.
Romania occupies a geostrategically vulnerable position, sharing a direct border with Ukraine and being in close proximity to the conflict zone in the Black Sea region. The war has triggered the reinforcement of NATO’s eastern flank through an increased allied military presence on Romanian territory. In this regard, Romania has benefited from the deployment of American and French troops, as well as the operationalization of the NATO Battle Group under French leadership.
